Negative Score Ranges in Risk Configuration

Administrators can now configure negative threshold boundaries in Risk Models. This enables risk models that incorporate mitigating factors — where certain inputs actively reduce the overall risk score — to be configured without restriction.

Previously, Risk Model factor group thresholds required a minimum value of zero. This constraint has been removed so that group-level thresholds are consistent with Configuration Model and overall Threshold Model behaviour, both of which already supported negative ranges.
